POST/api/v1/alerts
Make an alert.
Say which events to hear about; everything left out is "any". A new alert
hears of what happens from now on. With channel: "webhook" each batch is
also POSTed to webhook_url, signed with the webhook_secret in the
answer; try it with POST /api/v1/alerts/{id}/test.
